  • Committee or Department Reports — A lengthy department presentation covered the city's urban beautification initiative. Phase One focuses on community awareness and organized litter cleanup efforts. Phase Two centers on building financial incentives, creating ownership opportunities, and launching an "Adopt-a-Spot" (also described as "Proud of Our Patch") program through which businesses and corporations can adopt and maintain medians along urban corridors. Officials also outlined litter enforcement powers: an Administrative Hearing Officer can levy fines of $500 per day per incident against private property owners who allow litter to accumulate. If owners fail to clean up, the city can enter the property, perform the cleanup, and place a lien to recover costs.
  • Ordinances — First Reading — Several zoning ordinances were heard on first reading, including multiple rezoning requests. A motion to approve one planning ordinance passed; a separate rezoning request for 2836 Anderson Terrace (planning item 2026-0056) from RN16 to TRN3 was denied after a motion to deny was seconded and upheld. Additional ordinances (Items 8F, 8G) involving other properties and zoning amendments were also considered.
