The city is amending its code (Section 5-48) to match state law, and in the meantime is issuing "amnesty letters" so businesses with lapsed permits can keep operating while a new application is pending; the regulatory officer said she is declining to cite businesses for expired permits, some dating back to 2016, until the code conflict is resolved to avoid exposing the city to legal liability.
